இந்தப் ஒப்பந்தத்தை நடைமுறைப்படுத்தப்படுவது அப்பிராந்தியத்தில் அமைதி மற்றும் ஸ்திரத்தன்மையை மீட்டெடுக்கவும், தடையற்ற கப்பல் போக்குவரத்து மற்றும் வர்த்தகத்தை உறுதி செய்யவும் உதவும் என்று இந்தியா நம்புகிறது.
